Can you imagine that Philippines can use SIM card to trace one's person identity like it's real name, address living in, age, etc.? In the place where I'm in now (Kuwait) people here can't just buy a sim card (prepaid or post-paid) without surrendering and exposing your personal identification. Kung baga sa Pinas, if you are applying for an NBI clearance, SSS registration at Passport kailangan mo at least to submit some important documents bago ka makakuha ng mga nabanggit sa itaas.

It's a part of binding two parties (user and the provider) that any violation within communication lines will be handled seriously.
