Identity SIM Card sa Pinas - Posible or Imposible?

Can you imagine that Philippines can use SIM card to trace one's person identity like it's real name, address living in, age, etc.? In the place where I'm in now (Kuwait) people here can't just buy a sim card (prepaid or post-paid) without surrendering and exposing your personal identification. Kung baga sa Pinas, if you are applying for an NBI clearance, SSS registration at Passport kailangan mo at least to submit some important documents bago ka makakuha ng mga nabanggit sa itaas.
We have here this call
ed 'civil id' na ginagamit ng mga expat as their all-around identification besides sa kanilang passport and visa. If you want to have a mobile phone line you need to buy a SIM card and it is not easy like buying it sa tiyangge or sa tabi-tabi na katulad ng sa Pinas. Here, the telecom will get your civil id photo copy and have you sign their agreement. Parang mas matindi pa sa pag a-apply mo ng NBI at take note may contract ka pang pipirmahan that confirming of such conditions provided by the telecom company. It's a part of binding two parties (user and the provider) that any violation within communication lines will be handled seriously. And if in case of lose and theft, it is very easy to determine if your SIM card was been used by other people for their own evil agendas. At if you are the 'user' hindi mo maatim na iwala dahil bukod sa iisipin mong pambili ng bagong SIM you need to pay the disconnection fee that will cost you another KD 2 (almost Php 300). Unlike sa Pinas, there were no control which a person can buy as many SIM Cards a person can buy. Kaya nahihirapan tayo minsan lalo na sa mga manloloko and using people ignorance such as texting or even calling about winning a million pesos kahit wala naman talagang existing na promotion. SMS now is one of the most powerful means to spread a small issue and make it big. SIM Card here (Kuwait) will cost you almost 10KD with registration (converted almost Php 2000) compare mo sa to Php 20 each sometimes with free load pa. Oo nga't mura but the security is already sacrificed therefore I'll better spend a Php2000 pesos rather than of getting a cheaper one which I myself don't even get a privacy at kahit sino na lang pwedeng mag text at tumawag sa number mo and sometimes nga you will be surprise dahil may nag sesend sayo ng mga death threats. How come is it true? Yes it really happens. And you cannot even trace the person sending those messages because after using it, they can easily throw or maybe burn it tapos bili na lang ulit ng bago. Dito (Kuwait) mo gawin yan, kahit itapon mo ang SIM Card na ginamit mo for some kind of foolishness still it's with your custody and naka pangalan sayo ang naturang SIM card kaya wala kang ligtas.

I am pursuing it because it will also lessen the cost of producing SIM cards and I'm referring sa mga raw materials na ginagamit in the production na kung minsan ine-export pa natin from other countries.
The question is, "POSIBLE KAYANG MANGYARI ITO SA PINAS?" wherein until now this question was still unanswered dahil mismong mga telecommunication companies natin sa Pinas didn't arrive to agree on this kind of settlement. They have their own respective reasons and hindi natin sila masisi maybe because it will affect the entire business sales performance. But as far as I concerned it's better to have this 'kind' of system implemented in our country since we already embrace a new way of technology (automated election) why not trying for another one and we don't know maybe it will help us sometime in the future.
